Radiator Covers

I'm struggling to understand the impact of radiator covers. I've read conflicting information. My issue is that I have a room on the third floor of my house with a large radiator that seems to get plenty of steam but the room does not get warm enough. The radiator is vented properly (Gorton C, considering moving to the Gorton D) and everything else in the system is fine. There is a cover on this radiator that is open at the bottom to allow air in and has a mesh/cane front but is solid on the top and the sides. I'm considering opening the top or simply removing it. Will this release more heat and make the room warmer?
