Double Wall HX Code Requirement

Within the last month or two, I read an article, somewhere, that talked about relaxing the requirement for double wall HXs for domestic hot water heating, if the heating medium wasn't toxic. It said the existing double wall requirements stemmed from the "days of solar" (20 or 25 years ago) and folks were using all kinds of potentially nasty (toxic - like ethylene glycol) heat transfer fluids.

I usually print online articles or cut them out of tade mags if they interest me, but I didn't do it with this one. Does anybody have any idea where I might have seen this, or maybe even have a copy they could post?
