If there is air in the pipes, you will hear the water rushing through them. It may make popping noises which is caused by expansion of the pipes, and the piped rubbing against things like floor joists ect. Sometimes vibration from the oil burner, or oil line can resonate through the pipes also. What kind of noise is it?

usually noisy baseboard is air in the pipes. You have to bleed the air out. Baseboard should be silent when the air is purged. Your prv should maintain the pressure for you.
