Imbalanced base board on first Follor

Somehow this 11 year old heating system in house started this year with imbalance temp on first floor! 2flr is ok as past. Now the first floor zone - half the room (two boards) are ok and other half (3 boards and one fan in the Kitchen) do not heat up for two hours after the therm turns on... but will heat after two and three hours....
