Unused radiator caps

Why not remove the valve and install a cap on the pipe?

Customer has removed several radiators by opening the union between the shutoff and the radiator. That's it. So if someone, like their little kid, turns on the valve, steam comes pouring out. That's gonna fry the little devil. Do they make a cap or plug that goes on the union fitting on the shutoff valve? It's 1 1/4" and the ring is on the radiator.0 -
