Hot water Baseboard

I have hot water base board. In the summer, I shut the heat off all together (turning the thermostat down all the way) but the south side of the house still gets really hot and the furnace runs a lot. The north side is not as hot. The heat appears to be coming directly from the radiators on the south side of the house only. (Despite turning the thermostat all the way down.) Now that it is getting colder, the heat is back on but south side of the house is cold, the north side warms up. Please help!

do you have a watermaker hooked up to the boiler?
it sounds like the boiler is still running. Does the t-stat have an on off, or heat,cool, off switch on it? We need some more info0 -

Bad flow check? You didn't mention how the house is zoned, but it sounds like gravity flow to that side in summer months. That the first thing I would check
