I'd use a <a href="http://www.laing.de/65Download/10Prospekte/english/pr_ra_eur.pdf">Laing EPR 6kW</a> heater. Everything in one unit.

There are times
when an electric source is a good one. Certainmly for small loads like that a gas or oil fired boiler is not in the cards. and gas fired DHW tanks are fairly in efficient.
I've used 2-1/2 gallon and 6 gallon tanks for small radiant jobs. A six gallon tank with a 4500 watt element yields 15,345 BTU. Just about right for your application.
Thermolec.com makes small modulating electric boilers with reset control built in. Not a bad unit for small radiant jobs and a bit more substance (controls, limits, safeties, etc)than a basic tank style water heater.
