that will never be comfortable again in the winter, unless he put in some other form of hydronics. I think that guy tried to sell them on eBay and failed.

The two rads on the left look OK for hot water. The one on the lower right definitely is not, and the one on the upper right probably isn't but I can't tell for sure. For hot water the sections need to be connected together with nipples at the top as well as the bottom.

And of course, you'd have to plug the steam vent opening and drill and tap for a hot-water vent.
