Well the burner primary control, I believe is in lock out, the red reset button is lit up, I push it, and burner will not start. I jumped out the t-stat, and I can hear the relay close and I have power tp the primary control, but no start.

What do you need?
I've got the Firedragon's books on Riello, and they cover all of the Mectron series.
I higly recommend anyone who works on Riello burners keep a copy around. These burners break so infrequently that it's tough to remember the troubleshooting steps. Chris0 -
A real rarity,but,
Did you try to spin the motor? If it spins freely it's time to go through the troubleshooting steps. Bring your multi meter and a couple sets of jumper wires.
You should still be able to get the manual from Riello. Try Riello burners North America, Make sure you get the US version! Most of the sites are English or Italian. Most parts are interchangable with the 40 series burners so that won't be a problem.
I would also check the heat exchanger out REAL well before proceeding much further. The flame temps produced by these burners are incredible, and heat exchangers don't last too long. Just a heads up. Chris0 -
test
Check for voltage between terminals #3&5 .
If voltage... Jump out #5 & 6.....
If motor runs....verify reduce voltage (42-52vac) between #3&7...
Ensure good contact between box spades and sub base terminals......
Or it could be defective box....
If the motor did not run when jumping 5&6....
Verify electrical conections....
Check for seized pump ,motor or fan.....
Bad cap.....
On thermal overload....Hot..
