a tankless water heater like a Rhinaai or aquastar but I need one that can be vented with 3" schedule 40 pvc. Does anyone know if someone makes one?

Haven't seen any that vent that way

Have you considered putting one outside? Or use the vent system with Rinnai or Bradford White- it is better than the stainless for clearance but expensive. None of the tankless like to have a very long vent.

I don't think I can put it outside

What would stop it from freezing?

    How cold?

Does your area usually get. Rinnai makes a recess box that fits in a stud bay. The commercial model has valves that if the power goes out they dump water out of the unit to keep from freezing and also when it gets to a certain temp it has preheaters that warm the exchanger and then if it gets colder still then the heater will actually fire to warm up. We are doing three units right now that we are installing these in.

    The Rinnai drain down

system is manufactured and supplied by others. It is not a Rinnai part. The "actuation" of the drain down solenoids is from the Rinnai however. All Rinnai water heaters are freeze protected to -30. It is the deepest freeze protection in the industry. The drain down solenoids (1 NO &1 NC, check valve and vac brkr) is used to get the water out of the unit when you loose power. Rinnai has just introduced a new battery back-up system for power outage situations. I received the email from them and haven't had time to get my head around it yet. Brand new! I like the outdoor unit very much here in New England...for seasonal use and I sell a lot of them for that purpose. I cannot understand wanting to use the units outside given the cost, venting flexibility and compact size of the internal units. As well, by the time you buy the recess boxes, the drain down hdwr and pipe it/wire it up you can put that dough into the vent for an inside unit. The vent prices have fallen 40% per component this year. The OD on the venting is 5.25", zero clearance. Having said this, I can also say that I have seen some really slick outdoor recess box installs and they certainly do work when you have no space indoors.
