old bradford white? If there is an ECO in the thermocouple, and you are dropping 12 MV across the terminals, likey the ECO circuit. The old bradfords used spade connectors, I always stripped and soldered them and it cleared up tout suite. Check the ECO circuit.

I know this is an easy one for you..
I have a water heater with a junction block/spill switch
that reads 17 on the fire side,5 on the terminal side but only 4 on the gas valve side of things. would anything but the j-block be at fault?

Try replacing
the thermocouple and junction block. Mitch also had a good idea to solder any connections to reduce Millivolt loss.0
