Your aquastat setting for your hot water is set too high ,the capulary for the aquastat is not fully inserted in its well or the aquastat is on the fritz.There are the normal findings.......

programmable thermostat off but radiators get hot
The programmable thermostat is switched to off but I noticed the steam radiators generating heat this morning. The furnace turns on to heat the water (I have flash hot water) but I have never had this problem before with the system generating steam to the radiators when the thermostat is off. Does anyone have any ideas as to what the problem might be? Thanks, Dave0 -

Where?
Where is your water line ? Above the coil? In summer months when you are not heating with steam it is ok to raise the water line to the top of the glass to keep the coil submerged.
Also, the coil may be dirty and need to be flushed or replaced.
