Hot Water vs. Steam Radiator

I have a one pipe steam system and an old radiator with thin sections. Can this be used in for a hot water system? Someone wants this radiator that I no longer want.

If this rad
has a perfectly flat top, and openings at the top of the end sections (which will have plugs in them) it should be OK for water. They will have to plug the opening for the steam vent and drill & tap for a hot-water vent at the top, and also remove another plug for the second pipe needed for water.
