Stelrad Panel Radiator

I have a richardson and boynton 2-pipe vapor/vacuum system. I
recently installed a StelRad Panel radiator as part of a kitchen
remodel. I piped the radiator with the inlet valve at the upper
left and the steam trap at the lower left. Everything works
radiator gets steam, I can hear the water draining from the
system as the steam condenses. my only concern is that even when
the system cylcles for a long period of time that heats the
cast iron radiators in the system all the way across, only the
top of the panel radiator gets hot. I have thought that I might
try the following and wanted to know how any of you experienced
guys feel about it.
1.) The radiator is already mounted at a slight angle to favor
the condensate draining into the steamtrap, I would maintain that
pitch (aprox 1/4" over 4 ')
2.) move the inlet valve to the bottom of the radiator so that
the vapor enters at the side of the radiator that is staying cold.
3.) put a radiator air vent on the upper left corner of the panel
above the steam trap to coax the entering vapor toward the opposite
side and top of the panel.
Also, if anyone knows of any professionals in the area of
New Haven, CT, I would be happy to employ them as this is all a
hobby born of necessity.
PS. Also have Gorton #2's at the return side on end of three long
mains
