Radiant heat controler

I'm looking to replace the contoller on my radiant heat system with one that is sensitive to outside temperature. My thinking is that maybe there is a controller that would raise the setpoint as outdoor temperature falls (and vice versa). The system doesn't seem to provide adequate heat on colder days and it is running on warm days when not needed.
