tee supplying hw baseboard

ON A HOT WATER BASEBOARD SYSTEM SERIES LOOP, INSTEAD OF 90 FEEDING UP TO THE SUPPLY ON EACH RADIATOR I NOTICED THIS SYSTEM HAS TEES THAT HAVE A HEX TYPE PLUG ON THE DOWNSTREAM RUN ANYONE KNOW WHAT THESE TEES ARE? DEFINETLY NOT MONOFLOS

Air vents installed at wrong places? I've seen those and always give me a good chuclkes remembering those handymans words saying they know more than we do and do it for cheaper costs... Can you post any pictures?

Could it be an old convection type system that was converted to a pumped loop system by removing the piping between tees and forcing the water through each rad?
