how big
How big is the system? Is it one zone or multiple? Is the boiler sized properly? Is the circulator actually working? Has this alway's been a problem or something that has just come to your attention. Sound's like you may need someone to come in and check your system over. It could be as simple as the aquastat is to close together on the low and high temps and the circulator is not activating until the unit is almost to high temp....0
