gauge is bad and pigtail under preesurretrol is plugged

Got a 2 pipe steam system. The pressure control settings are 0.5 psi for cut in and the differential is set to 1. Got 2 questions:
1) The boiler shuts down only when it reaches about 4 psi and comes back on just a few moments later when it is down to about 3. I assume I need a new pressure controller?
2) When the thermostat shuts the boiler off, the pressure goes into the negative range to about -5 psi after a while. Is that normal?

why would the gauge be broken? The negative pressure is actually there - when I open a vavle manually, I can hear air getting back into the system, and the gauge goes back to zero. So there seems to be no air getting into the system when it cools down, I think.
And the gauge sits on the same pipe as the pressuretrol - if it were plugged, wouldn't the gauge have low readings instead of high readings?
