Gas heating systems on roof

There may be an exclusion under Muni Code ( just here? ) section 13-196 (existing buildings), however I think this would apply to all new buildings under section 13-200.
I have seen roof access included in just about all "new
construction" here about.
"I think" as more AHJ's harmonize their codes to the
IMC / IBC / ICC there will be less difference region to
region, IIRC the below is near word for word from the
"international" code perhaps with some slight difference.

18-28-306.5 Equipment and appliances on roofs or elevated
structures. If any equipment or appliance requiring access is installed on a roof or elevated structure at a height exceeding 16 feet (4877 mm) above grade plane, a permanent approved means of access shall be provided, and shall extend from grade or floor level to the surface space of the equipment and appliance. Such access shall not require any person to climb over obstructions greater than 30 inches (762 mm) high or walk on roofs having a slope greater than 4 units vertical in 12 units horizontal (33-
percent slope).
18-28-306.6 Sloped roofs. If any appliance or equipment is
installed on a roof having a slope of 3 units vertical in 12 units horizontal (25-percent slope) or greater and having an edge more than 30 inches (762 mm) above grade at such edge, a level platform shall be provided on each side of the appliance to which access is required in accordance with the manufacturers installation instructions for service, repair or maintenance.

How tall does a building have to be before it has to have a fixed access if there is a gas funace on the roof?

Honestly
We carry 28' ladders on the trucks and have access to 32' ladders. I do not purchase a ladder for 1 job that is over these heights.0 -
Roof unit height
In conn a building of more than 15 feet shall have an inside means of access ot roof, unless other means acceptable to the athority having juisdiction are used. NFPA-54 National fuel gas code0 -
