shutting off

would a steam boiler that has a cut-in of 0.5lbs. and a diff of 2.5lbs. be shutting off when the pressure guage reads 1lb. pressure? Shouldn't it be shutting off at 3lbs on the guage? The pressure control is a honeywell PA404A1033 and is placed on the pigtail the currect way.
