oil under the boiler

The other day I was on a job where the installer placed the HW boiler on the concrete floor without any blocks under it and ran the orange oil line under the boiler to the burner in a space about a half-inch. Will the heat in the area be a problem for the oil line?
Also he refused to use stress loops in the oil line saying that the inspectors will not allow it because it traps dirty oil.
Any comments on these practices.
