I have to raise a long cast iron baseboard, so I can install my hardwood flooring. I would like to know what will happen after I cut the pipes and drain the water.
Do I have to refill the hot water system?

you have to drain the water and then cut out the baseboard
and yes you have to refill and bleed the system0 -
.
honestly if you are asking aquestion like this you should have someone do the heating end of your endeavor --if not you will end up having a frustrating day trying to get your system running quietly and correctly after all the hair pulling etc.. you will end up calling someone in to fix it --0
