Sounds like the condensate drain is perhaps water trapped. This would not let the steam in since the air could not get out, it did get out when you played with the valve. Look to finding the sag or low water logged point in the system

steam help please we got a call the raditors up stairs are cold. when we got to the job the heat is on and the down stairs is warm 70 dec. 1 psi on the boilor burham. model pf505 the boilor cut off at 1 psi.the values are on up stairs and warm but the steam traps are cold and so are the raditors.I took lose the value nut and air came out and them steam but when putting back no heat so we replaced one trap and still no heat.The condensate pump was working.This is on only one zone the other zone works fine.Do you think the return lines are cloged. thank you T0
