Steve-are you positive that the radiator valve is 100% open? Possible too that the radiator could be plugged. Does it heat quickly if you take the vent off? (gotta be careful trying that!)

hello, i have a problem with a steam heating system. the riser furthestaway from the boiler , the entire riser is getting hot, the radiator on the first,third and fourth floor get hot quick, the radiator on the second floor takes long to get hot, i changed the air valve to a C the control valve is good and the pipe is not clogged! Could it be i have to put smaller air valves in the upper 2 floors? or what? i need help0
