broomall vapor system traps?

I was working on an intact Broomall vapor system and found two hoffman 17 c traps .
Since vapor traps do not trap steam, so should I take out the guts and put back them back empty or should I change the parts out. Both radiators do not and have never worked with the 17 c traps.
All other radiators work fine with the Broomall p-trap.

there is no reason
that regular radiator traps shouldn't have worked..is something else taking place here? bad trap, bad valve, bad pipe pitch? something doesn't sound right with the senario.
