scorched air restrictions

I just read in this morning's paper that Provo, Utah will begin enforcing a new code where multi-unit structures can no longer share the same air-recirc system, or furnace. I am considering writing the cheif building inspector and suggesting some insentives for radiant, which would fit the bill nicely. The article complains about how expensive individual furnaces will be, and I feel they are just missing the obvious. Would you guys suggest steam or HW? Any other ideas to suggest?

In Michigan most inspectors enforce the no shared air rule which changes the cost of alot of remodels considerably. If you need ac, your screwed without seperate systems.0
