(Stupid?) Insulation Sizing Question

I wanted to insulate a steam pipe in my basement. I measured it's OD as 2 3/8". Stopped by the home center (most convenient for me, perhaps not best choice) - they were out of insulation size for 2 1/2" inch pipe, but I bought one for a 2" pipe for a different smaller pipe.
Got home, found that this 2" insulation fit my 2 3/8" pipe perfectly.
Does that make sense? Does a label that says "fits 2 inch pipe" refer to the ID of the pipe? My 2 3/8" OD pipe is 2" ID?

Heating & Plumbing pipes...
are almost always measured in ID. Refrigeration piping however, is measured in OD.
