I will drain and refill on start up after the boiler cycles a few times to clear the existing rust, any flux that may have been left behind in the system and just to see the condition of the water on a new installation. I might repete this again in about 5 to 10 years depending on what I see during a PM check.

I wouldn't drain it...
... if it is a hot water system. Every time you fill the system with new water, you also introduce more oxygen, which will lead to more rust, etc. If you want a spotless heating system, I suggest you contact George at Rhomar for his cleaning and protection fluids.
If this is a steam heater, I'd drain it only enough to ensure that the low-water cutoff switch is working properly and has not been obstructed by sediment (if applicable). My neighbors steamer dry-fired itself to death because its switch did not trip...0
