has anybody run across a pipe wrap to cover/ encapsulate old insulation on steam pipes? A home inspector mentioned it as a fix for the degrading cover on old insulation.

You might consider the foil wrapped plastic bubble insulation with either staples or foil tape. Adds insulation and covers the old.0 -
Sandwich wrap
Paint seals the pipes. You can stiffen the old stuff with waterglass (sodium silicate), it also glues pieces back together.
I've been thinking that the saran wrap type film used in crating should do a nice tight job. It also shrinks under heat so it can't get looser. To match your color scheme, I think it is available in black, blue and pink too.
Are we talking the Asbestocel that looks like corrugated cardboard or the magnesia molded sections?
But, the less you touch the stuff, the better.

Try Minwax Water based Spray Polycrylic. Its in the paint section of the paint store. You can use Clear gloss or semi gloss it will dry hard as a rock and its a spray can job.0
