Bell & Gossett, Armstrong, TA, Taco, Griswald and more make what you are looking for with taps for testing and setting.
I'd start with your local B & G rep.

balance using psi gages like on a pump?
Is there any measurement you can do before and after a globe valve to measure flow? Kinda lik you install a pressure gage before and after a circ pump to get the pressure diff then multiply by 2.31 to get head diff and find that spot on the pump curve to get flow? Any thing like that that you know of utilizing a globe valve? Looking for a way to balance a a "cross-over" bridge on the secondary side of a primary/secondary system. Have a 4" secondary circuit serving 4 large unit heaters in a hanger. Am setting this up as the secondary loop off two boilers that I am tying in a a parallel primary secondary system. Need a cross over bridge to pull of a zone group that will feed about 17,000 sq. feet of offices. Crossover will be 2-1/2". Don't want to rob too much flow from 4" main so looking for some way to utilize a globe valve to choke flow. Need about 80 gpm to feed offices and looking for some way to get that through the 2-1/2" line but no more than that. Any other suggestions? What do you guys use to dial in a particular flow rate? We are pretty limited in our products here in Fairbanks. Any ideas would be appreciated.
Thanks,

Could you
find some circuit setters? This would be a quick and easily "setable" way to accomplish your goal. plenty of brands out there and you should be able to find, borrow, etc, the meter to set them up. B&G will ususlly make one available for you to use.

Does the instrument that ties into the circuit setter actually tell you how many gallons are passing by the sample ports or does it just give you pressure drop, then you have to go to the pump curve to extrapolate? I don't guess I've ever seen the instrument that connects to the sample ports. What exactly does it spit out?
Thanks for your info,

The meters ...
Read in feet of head differential. Then you use a circular slide rule, specific for each make, to determine the GPM .0 -
Flow meters
Here's a couple for your reference, and the price on the first one is right too.
