Electric hydronic heater vs. radiant electric heater

I have no choice other than to use electric heat in my townhouse. Each room has its own thermostat which is currently connected to heat panels installed in the ceiling.
I wish to replace those heaters and am beginning in one room.
I need your advice.

I would like a quiet,quick, efficent and cost effective heater. Is it possible to find these qualities in the liquid filled electric hydronic heaters or are radiant baseboard heaters better? Or should I look in another direction.

    Quite a list you've got there. There is no such thing as a cost-effective electric heater, electricity is the most expensive way to heat other than burning dollar bills. But they are all the same; if one draws 1500 watts, it puts out the same heat as any other electric heater that draws 1500 watts. So no unit is more or less efficient than any other.

    A liquid-filled heater holds the heat and delivers it over time. It is quieter (no fan) but slower (which is good because it leads to more even temperatures). It is also larger. A fan-forced heater is quicker at heating up a cold room, but not quieter. A radiant baseboard heater is somewhere in between.
