Single pipe system holds water on top floor

We have a 7 story building in NY, which has the lower 6 floors attached to the buildings two pipe steam system. The 7th. fl. was added and they only extended the supply to make it single pipe steam heating sytem on that floor. The Governale radiators are pitch back to the risers, and air vents are installed. After a weeks worth of heating cycles the radiators fill with water and them will not heat. A coin operated has also been added and you can release the water out until you pass steam. I can only see the radiator and short lengths of piping but all are pitched. The vent is installed on the high side of the radiator. Does anyone have any ideas for the problem.

    how big

    Is the riser and the 7th floor radiator? If the radiator on the 7th floor is properly pitched, the water should at the very least drain when the burner shuts off. The pitch should be the opposite of the two-pipe radiators. . .

    Two pipe steam isn't designed to carry radiator condensate down the main riser; how was it piped?

    Dunno, picturing this in my mind I can't see how it would work, has it ever worked?? how long was it piped like this?? it should be banging some too, wish I could help, I think it needs to be repiped to 2 pipe.
