If you have a moment, check out this article. It reminds me of a crowd control weapon described in one of Dan's favorite books "Atlas Shrugged". (Check out Dan's reading list). The weapon sounds "cruel and unusual" to me. But I guess they won't be using it on convicts. http://www.newscientist.com/article.ns?id=dn7077
