Electric Radiant

Hi everyone. I need some expert advice. I just currently have a gas furnace w/AC for my upstairs and electric baseboard in my finished basement. I live in Northeast Ohio and our electric here runs about $1.05/therm and gas is about $1.40/therm. Originaly I wanted to but in an electric boiler and install electric radiant in the floor joists for upstairs. Of course, the price to do that by far exceeds the price of just using electric baseboard upstairs. So, then I learned about electric radiant. I could do half of it under the Pergo and the other half in the floor joists. What I wonder is: Is there a big difference between baseboard heat, hydronic and electric vs. radiant under the floor. Also, if you think I should go with the radiant, other than the changing of fuels, what benifit does hydronic radiant have over electric radiant. What brand of electric radiant do you recommend? Any web sites? Any help would be greatly welcomed. No matter what, I want to go with electric as the form of energy. (In the future I may even put in a windmill.) Thanks a lot.

    only i dea I have but not the best

    well only Idea I have but In the northeast would not be widely done, is install a electric coil in the furnace ductwork, not sure how the controls would be wired. thast the only idea i have not sure how practical it is

    if you are going with a wind mill...

    why not think hydronically?
