steam to hot water conversion

A friend of mine just bought a house and she's thinking of switching to gas heat from oil. Im not a professional, but when i looked at her system, here's what i saw. I noticed that she has a steam boiler, and when the previous owner renovated the house, he must not have liked free standing cast iron radiators, so he changed them all to copper basboard. The way they were fed was through a hot water loop fed off the return. I know this can be done, but for the entire house to run off the return doesn't make sense, and probably isnt really energy efficient. I fear that because she's a woman, and if im not there she'll get screwed no matter who shows up to quote her or replace her boiler. I know you have the "find a professional" page, but im wondering if anyone coulod steer me in the right direction for a plumber who would change the boiler to hot water properly,since the radiators are already piped for that. She also wants to put in a zone for basement heat, and radiant floor for her living area. She lives in New Hyde Park Long Island. A professional that would understand her problems would be greatly appreciated.
