Can a boiler be move from the cellar up five stories that will supply the heat for a radiant floor system on four of the those stories without changing the design of a system that was designed start in the cellar and go up, but will now start on the top floor and go down?

You will have to install...
a low water cutoff in the boiler heat exchanger or close piping (above boiler). If you run the boiler at 20 psi, can the tubing/fittings at the lowest level handle the water pressure (over 40 psi)?0 -
Expansion tank
You will want to review your expansion tank sizing. It may get smaller.0 -

...air removal, because there will only need to be a few PSI on the boiler. With the circ pump, expansion tank and air separator up near the boiler, any dissolved air will just jump out. Also, large multi-story office or apartment buildings typically have the boilers in penthouses, because it means the boilers don't get tangled up in high pressure code requirements.0
