When I install the new vents at the end of my steam mains, that will get the steam there quickly and then shut off the air. Next the steam will move up each riser and into each radiator. It will move into the rads because I plan on replacing my old bi-metal air eliminator from the end of the dry return with a new main vent also. This system has orificed inlet valves, and no traps. The steam will never (it better not) reach the new main vent that I put at the end of the dry return. So in effect, I will be open to the atmousphere at the end of the dry return, I will never create vacuum, I will probably have to crank it way up to about 8 or 9 oz/sq in. Does this sound correct?

You'll have to experiment
Find out what pressure will fill the rads to about 80% of their capacity, and use that as your cut-out. Differential would be several ounces below that.
