2 pipe steam

Why on a 2 pipe steam system some radiators have a vent and other are plugged. I have worked on one pipe steam, but never 2 pipe.

What's on the return end

of these radiators? A trap, water seal etc? Or a shutoff valve? If the latter they should all have vents, but with any of the former none should be vented.

The pipe on the bottom left has a valve.
PS>>There is no problems currently with heating or piping, i was just curious. The service call was a burner problem.
On the south shore of Long Island these systems are very rare.

Might be a Moline system

or something similar. Moline used valves on the inlet and outlet connections, with the inlet valve at the top. Air vented into the dry return and out thru an ejector. If the ejector is gone that could explain why some unknowing tech put vents on some rads.
