downsizing a oil boiler/ burner

I am considering some modifications to my heating system to save heating costs. My building curently heats a 9000 sq ft retail space and about 18000 sq ft of apartment space all old one pipe steam system. My plan is to remove the apartments and put them on their own systems. This will allow me to let them control/pay for their own heat. My question is about the curent boiler.
Can it be down sized to handle just the retail space? It is a Burnham V905A /646MBTU Beckett oil burner and only about 3 years old. It would be easy to cap off the supply to the upper floors and use a hydronic coil in the existing AC system to heat the retail space. PS Thanks to Steamhead for the help on the main vents
