Old Radiator Valves

All I am working in an old inn and have come across an old 2 pipe into valve then into bottom of 6 foot 7 tube 24 in high cast iron unit.I am asuming its an old steam valve this unit was working until last week I have tried to purge bleed I have drained the whole sytsem and refilled and still can't get this thing to do anything.
Any help would be appreciated

    Make sure the pipe has not sagged and made a water plug blocking the low presure steam and just be sure the valve is open, you have a supply problem plane and simple.

    Or the steam trap. Or whatever other device may be serving the purpose depending on the system. Aren't there also air vents somewhere in the system that may have failed? Remember, something ahs filed or the piping has rearranged or perhaps clogged since it was working before.

    old valve

    Thanks Guys this system was converted many years ago to a regular how water system.This is the only valve out of 30 rooms that is piped this way it has two pipes that go into this round valve with a handle on top then enters the radiator with one pipe i believe it to be an old balancing valve.All the old automatic air vents are long gone.I think the balancing flapper has probably rusted in place and has snapped off the valve spindle in the closed position.
