Attic Heat Leaking

I just purchased my 1st home which is 2 story house with a finished attic and have 2 problems:
1) The attic radiator hisses and spits from the air valve. All the other radiators in the house all seem to perform fine with the exception of this one. The house is outfitted with a gas steam system with slant fin radiators. I have tried bleeding the problematic radiator until it heats the room but when the system shuts down when the proper temerature is met and restarts again the problem occurs again.
2) No matter how high the thermostat is set, on any very cold day the temperture of the house will not be met.For example the temperture of the house is set to 67 and the outside temperture is 19 - 30 degrees, the temperture at best inside will get up to 58-60. I have checked for and sealed many a draft in the house but can't seem to get it any better.
Sorry if the question is a bit basic but anyone with a solution either or both of these issues would be much appreciated...My walls, and wallet can't take much more of the abuse by the leaking water and rising gas price.

    you need a new air vent as to the lack of heating go to find a professional on this site find someone near you to look at the whole system
