down and dirty heat loss

for a new addition he will be adding. I know here in Alaska, we use about 40 btu per sq. ft. in new construction to give us a rough guess before we do the heat loss. Older homes (2 X 4) use anywhere from 45 to 50 btu per sq. ft. What about the Hartford area of Connecticut? What do contractors use as btu per sq to get them in the ballpark before heat loss done? what are the #'s.....
The heatloss explorer program is pretty good...what are the numbers....l,w,height windows, exterior walls,insulation, floor insulation,etc.... would not take long ...kpc
