RADIATOR THERMOSTATS

I have a 5 story brownstone with steam heat. The main thermostat is on the first floor, set at 67 degrees to reach the top floor successfully. People on the middle floors are dying from too much heat. Will individual thermostats work well to cool down my hot tenants?
Hope someone can advise.
thanks.

The correct answer is: the system should really be balanced by a professional because things such as bad rad vents (for single pipe) or traps (on two pipe) or any number of things like main vents, etc can cause heat distribution problems (dont forget that minimum run time is still important in many systems even when the above items are correct.

However, there are nifty little devices called TRV's. They are thermostatic valves. If you have two pipe, they replace the supply valve. In the case of single-pipe they replace the radiator air vent (the hissy thingie on the end of the radiator). Danfoss Valves are a favorite.
