I have a large steam coil, with a modulation valve controling steam to inlet of coil, with f&t traps place down at floor level on outlet.The problem is water hammer. The traps seem to be good ,I am wondering if there sould be a vaccum breaker after the modulation valve?

You're right
When the valve closes a vacuum will form, keeping the water from draining. when steam enters and hits the water, it will bang. A vacuum breaker will solve the problem. Some vacuum breakers require a small water seal when used on steam, check the instructions to be sure.
