hot water baseboard added to steam system

We have a two pipe steam system. We recently completed an addition and the new rooms are heated with baseboard heaters,to hot water added to our existing steam system. We have a complex network of pipes and pumps for different parts of our house. The new system does not seem to be working well. Our new space is not able to heat to the temperature that we set our thermostat at, ie, we now keep our thermastat at 70, and at best we reach 64. The previous system seems to be working fine. It is on a separate thermostat that registers what we set it at.
We are told that calculations were done to determine the amount of baseboard that was needed. I am reluctant to add more baseboards at this time as I am not convinced that this is the problem. It seems to be a little more complex than that in that the heat output never seems to be able to reach the desired temperature.
We only picked up on this problem once the temperatures fell below feezing.
I would appreciate any ideas that anyone might have.

    i have found these 2 style systems work best using a sidearm coil ..instead of using it for hot water use it for heat.. i never as a plumbing and heating man like to see forced hot water loops off a steam boiler ...or you could have used a hot water heater fo your addition to heat it....lots of alternitives here i think :)
