steam boiler questions...

Went and looked to a friends steam boiler a few days ago- no heat in one of the rads. I don't know too much about steam heat, so here are a few questions:
** What pressure should it be running at when the boilers firing?
** The water in the site glass was way under the "normal" line and the the light flickered on the LWCO switch. I believe it's cycling on and off because of low water and never really building much pressure- I hear a little whisp of steam coming out of the radiator for about 10 seconds. The incoming water line to fill the boiler goes into a blue box with a digital display- it's reading 165- I have no idea what that means!!!! Any ideas??? The radiator is the highest and farthest with one pipe and a vent- but I think this problem is originating at the boiler.

Low water
Bring the water level half way up the glass. That number is the number of gallons that the low water blue box put into the boiler. Once you get the water level right, check it in a day or so. If it's down again, you gots a leak.0 -

What controls the amount of water going into the boiler? There is a open valve from the fresh water directly into the blue box and into the boiler. It was installed in 2003-pretty new??? Where would the leak be in the boiler or piping? It seems like this thing is constantly turning on and off when the LWCO light flickers...0
