Radiator valve

I live an old house with 2 pipe steam heat. On many of my radiators, it seems that the valves that turn the radiator on/off are shot. I turn the valve, but they don't tighten, and it seems impossible to turn the radiators off. I just had my top floor insulated, and the top floor is now very hot. I would like to be able to turn off the radiators -- or possibly regulate them with thermostatic valves. I am thinking about thermostatic valves for some of the bedrooms. Anyway, what is the best way to go about this? Can shot valves be fixed or do they definitely need to be replaced? I'm not sure I can really afford to put in very many new thermostatic valves. Also, what about the steam condensers (I think that's why they're called) on the pipe that leads away from the radiator? I hear these have a short life span. How do I know if they need to be replaced? Anyone know a good plumber in the Westchester, NY area? Thanks!
