i have a 600k hot water boiler feeding baseboard and fan coils, fan coils have three way valves, at the boiler the low water cut out is connected to the supply with a 1 inch line and the other side of the cut out is connected to the return, i have never seen this before, isn't this wrong and if not why wound you do this?

it sounds like a low water cut off.

in what is called a bypass. and to be really honest it is there to protect the people in the building.

doesn't putting in a bypass take away from the capacity of the boiler?

    bypass

Cool--No a boiler of that size requires a bypass loop to prevent thermal shock, flu gas condsation, and to keep things working as they should.
