one excessive long loop you may be able to upsize the circulator pump. What does it have for a pump now. Can you tell how long the loop and board is? Don't get too carried away, oversixing pumps, or you will get velocity noise and possible erosion corrosion :)

hot water baseboard
I visited a friend's place and found that it was awfully cold in their room. Feeling the baseboard which stretched across the wall, it was moderately warm at one end, but cool to the touch on the other. One of the bedrooms nearby had blazing hot baseboards where I could reach them.
The landlord told them that it was all one loop and he didn't know what was wrong. He was also too cheap to hire someone to look at it, so my friends are left hudding in the warm bedroom.
Any idea what a non-professional might to do see about fixing the system? Is the circulator too weak? Are there controls on the circulator to increase to flow rate, or increase the temperature? The landlord recommended just keeping a space heater on 24/7 (he pays utilities for the tenants), so clearly he isn't concerned about his utility cost. Maybe he just doesn't like professionals.

see if you can fid some air relife fitting screw on a place
on the pipe where it dives back into the floor,it may be it has air in the line only allowing a low flow of fluid to pass that way...usually it is located at a'90' that heads down into the floor and back to the boiler..it is called a Base board 'T'and nas a coin vent on it, usually.the coin vent screw is not to be taken Out just loosened to relive air entrapped in the line.0 -
Worth a try...
This may not be the best solution - but it's free and easy. If the rooms on the loop that have blazing hot baseboard are ahead of the cool baseboard, try closing down the dampers in the hot rooms. Maybe the cool room will pick up, and maybe (with luck) with the equilibrium established the overall temperature requirements of the building will still be satisfied? At least this experiment might prove if it's an air or flow problem.0
