Quick EDR question

When measuring the height of a radiator in a steam system to calculate EDR, do I measure from the floor or the bottom of the sections? In an earlier post below I was pointed to a source (link below, thanks Doug) which shows that measurement should be from the floor, but that seems counterintuitive to me since the leg height on my rads varies:

measuring rads
From the floor. It's not exact anyway, but close enough. Unless you want to dip that sucker in a vat of paint, measure the amount of paint that came out of the vat and paint the floor with the exact amount and thickness of paint......
